Two clocks are already running. Adversaries are harvesting encrypted traffic today to decrypt once a capable machine exists, and certificates or firmware signed today can be forged the moment one arrives. Regulatory deadlines add urgency on top of the technical risk: national security systems must meet CNSA 2.0 by 2027, U.S. federal high-value systems must run post-quantum encryption by 2030 and federal contractors are bound to the same timeline through the FAR.
