David served 38 years at the NSA, culminating in his role as Director of Cybersecurity and Deputy National Manager for National Security Systems. His career reflected deep expertise in signals intelligence and cybersecurity, including leadership within Tailored Access Operations (TAO) as Chief of the Remote Operations Center and Chief of Advanced Network Operations, as well as Director of NSA Colorado, where he led operations spanning cyber and space missions. He also served as Executive Director (ExDIR) at U.S. Cyber Command, the highest-ranking civilian at USCYBERCOM, overseeing more than 12,000 personnel across the Cyber Mission Force. He is now the founder of Luber Cyber LLC, where he applies his SIGINT, cyber, and space operations background to advisory and board roles with organizations including World Wide Technologies, Anthropic, LeoLabs, Billington Cybersecurity, Packet Forensics, and others.
