Agentic AI Maturity Model

A five-level framework for scaling agentic AI safely. See where your organization stands and what's blocking the next level.

A five-level framework for moving from AI assistants to a fully autonomous agent ecosystem, and a level-by-level map of what's standing in the way.

Most organizations aren't behind on AI. They're uneven.

WWT's Agentic AI Maturity Model, built from work with more than 90 enterprise organizations, maps the five stages of agentic AI adoption and the three dimensions (business scope, human posture, and technology stack) that have to advance together to get there.

Gartner projects 40% of enterprise applications will include task-specific AI agents by the end of 2026, up from fewer than 5% in 2025. In separate research, Gartner predicts more than 40% of agentic AI projects will be canceled by the end of 2027. The gap between those two numbers is exactly what this report is built to close.

What's inside

  • Where your organization actually sits across five levels, and why most companies are further behind on one dimension than they realize
  • The specific signs and risks tied to each level, including the one most enterprises underestimate
  • A breakdown of the five-layer technology stack every AI Factory needs, and where the most common gaps show up
  • The data-maturity blind spot that determines whether scaling agents is a competitive edge or a governance liability
  • A level-by-level action plan for advancing

Frequently Asked Questions

What is an AI agent maturity model?
An AI agent maturity model is a framework for assessing how far an organization has progressed from using AI as a prompted assistant to running autonomous agents at enterprise scale. WWT's version tracks progress across three dimensions (business scope, human posture and technology stack) since organizations rarely advance evenly across all three.

What are the five levels of agentic AI maturity?
The five levels in WWT's model are Exploratory (AI as a prompted productivity tool), Experimental (agents handling bounded workflows), Pilot (agents live in production with a named owner), Operational (multiple agents running under formal governance), and Transformational (agent ecosystems the business can't function without). Each level has its own signs, risks and technology requirements.

What's the difference between AI maturity, data maturity and agentic AI maturity?
They're three related but distinct measures. AI maturity tracks how coordinated and enterprise-owned an organization's overall AI usage is. Data maturity tracks whether the underlying data is governed, trusted, and ready to activate. Agentic AI maturity, the focus of this report, tracks specifically how far an organization has progressed toward safe, scaled autonomous agents.

What's the most common mistake organizations make when scaling AI agents?
The most common mistake is scaling agent deployment faster than the data foundation underneath it. Gartner predicts more than 40% of agentic AI projects will be canceled by the end of 2027, and WWT's model points to the same root cause: agents outpacing data readiness produces inconsistent outcomes and governance exposure that compounds with every new deployment.

How do I know what maturity level my organization is at?
Your level depends on where your most advanced AI deployment falls across three dimensions: what scope of work AI is trusted to own, how people and agents currently share work, and how mature your technology stack is across five layers. Most organizations are uneven across these three, which is usually a bigger predictor of where a program stalls than the technology itself.
